Notepad.org covers my favorite HTML editing tool. Compatible with all versions of HTML (even future versions), low memory foot print, universal file format, and it's FREE with all versions of Windows. And even though the Windows 2000 version has a few additions, they've really held the line on feature creep. It's even reviewed on ePinions.
